Brazil Accelerates Solar Energy Expansion As Photovoltaic Capacity Surges

SÃO PAULO, August 28, 2026 – Brazil is accelerating its solar energy expansion at an unprecedented pace, with the country adding 4.4 gigawatts (GW) of new solar capacity in the first quarter of 2026 alone, according to data from the Brazilian Association of Solar Photovoltaic Energy (Absolar) and the National Electric Energy Agency (ANEEL). The rapid growth solidifies solar power as Brazil's second-largest electricity source, trailing only hydropower, as the nation pursues an ambitious energy transition agenda.

Record-Breaking First Quarter

Between January and March of 2026, Brazil has achieved a deployment of 4.4 GW of solar energy. Out of this total, utility-scale generation contributed 2.3 GW while distributed generation accounted for 2.2 GW. In the month of March alone, 25 utility-scale projects amounting to 1,109 MW were scheduled for connection to the grid. As of March, Brazil has added 2,295 MW of utility-scale solar towards a target of 4,704 MW set for 2026. If the quarterly addition of capacity is maintained during 2026, Brazil will achieve 8.7 GW in distributed generation and 4.7 GW in utility-scale solar. This means that the total expansion of solar power capacity will amount to 13.4 GW, exceeding Absolar's earlier estimate of 10 GW.

Distributed Generation: The Fastest-Growing Power Source

Distributed solar generation has emerged as the engine of Brazil's solar boom. The capacity of this segment has increased from below 1 GW in 2018 to 40 GW by June 2025, representing 43% of all power capacity installations during that period. By 2025, distributed solar will reach a capacity of 45 GW, providing power to about 7.2 million consumer units. In the first quarter of 2026 alone, 245,112 new distributed generation systems were installed, with an average size of 8.8 kilowatts per micro- or mini-generation system. Solar photovoltaic technology dominates this sector, representing approximately 99% of Brazil's total distributed generation capacity.

The residential segment has taken the lead in expansion, becoming the majority over the past few years, while shared generation and remote self-consumption models are gaining traction. In January 2026, Brazil surpassed 7 million consumer units benefiting from solar energy in the distributed generation segment, and by July, that number had exceeded 8 million.

Utility-Scale Growth and Market Dynamics

Brazil's utility-scale solar sector has also demonstrated robust growth, though at a more measured pace. In 2025, the country added 7.4 GW of new large-scale power capacity, with solar PV contributing more than 2.81 GW-the highest among all technologies. As of January 1, 2026, Brazil's total installed large-scale power generation capacity reached 215.9 GW, with renewables accounting for 84.63%.

In recent years, solar expansion has been driven primarily by contracts in the free energy market. However, approximately one-quarter of expected additions in 2026-totaling 1,087 MW-will come from regulated-market contracts. Industry estimates indicate that new solar farms will add 3.9 GW of generation capacity in 2026.

Policy Framework and Investment

Brazil's solar surge has been supported by a evolving policy framework. Net metering policies, first implemented in 2012 and expanded in 2015 to include systems up to 5 MW, have been instrumental in driving distributed generation growth. In January 2022, Law 14.300 established the legal framework for distributed micro- and mini-generation, creating grandfathering rights for projects that applied for grid connection before January 2023-securing previous tariff compensation rules through 2045.

The 2030 Agenda and Storage Integration

At the Intersolar South America trade fair held in São Paulo in August 2026, Absolar presented a comprehensive 2027–2030 policy agenda calling for the addition of 18 GW of large-scale solar plants by 2030. The association also proposed expanding access to solar systems paired with batteries for 3 million consumer units, including 500,000 in isolated grid systems, and replacing 10,000 diesel generators with solar-plus-storage solutions.

"We need to move from a model in which part of the available renewable energy is wasted to a system capable of storing it and using it when it is most needed," said Bárbara Rubim, Chair of Absolar's Board of Directors. Battery storage is viewed as critical to providing flexibility to the system, reducing waste, and enhancing energy security.

Brazil's first battery energy storage system (BESS) co-located with a solar power plant was authorized by ANEEL in April 2026. The 1,250 kW system with 5,016 kWh of storage capacity is integrated with Statkraft's Sol de Brotas 7 solar plant in Bahia state. The country is also preparing its first national battery storage auction, expected to take place in the second half of 2026.

Challenges and the Path Forward

While Brazil's solar sector has experienced rapid development, it has been plagued by substantial obstacles. The sector has become challenged by issues, including grid connection limitations, ambiguity in regulatory conditions, and an increase in curtailment of renewable energy, wherein renewable energy production is reduced due to the inability of the grid to utilize all the electricity produced. The curtailed electricity generated by solar energy will be noticed at a rate of 16.5 to 20.6% by 2026, based on the report published by the Brazilian Electric System Operator (ONS). Several investors, such as BlackRock's Atlas Renewable Energy, have suspended their investment plans amounting to $1 billion.

The project financing was affected by a high-interest rate environment, as Brazil's basic interest rate (Selic) has fluctuated between 13.75% and 14.25%. The amount of utility solar financing decreased from BRL 15.1 billion in 2022 to BRL 9.0 billion in 2025. However, the sector has an optimistic outlook in the long run. Brazil's cumulative installed solar generation capacity is forecasted to hit around 76 GW by the end of 2026.
