Sudan stands at a pivotal energy crossroads. More than three years of conflict have devastated the national electricity grid, shrinking the economy by over 40 percent and inflicting billions in infrastructure damage. Yet from this destruction, solar power has emerged as a lifeline-and potentially the foundation of the country's future energy system.
Why Solar Is Thriving Despite Chaos
Sudan's solar resource is extraordinary. As a Sunbelt nation, it receives some of the world's highest solar irradiance, with technical potential estimated at 15 gigawatts-dwarfing current installed capacity of roughly 190 megawatts. This abundance, combined with the collapse of centralised power, has made solar the cheapest and most accessible energy source for millions.
Demand has increased sharply since early in 2024. Telecom companies, which cover 80% of the country as opposed to just 60% for the grid, are now relying heavily on solar. Farmers have started using solar pumps when it is too expensive or impossible to use diesel. Small business owners and households are installing solar panels to manage rolling blackouts. The numbers are favoring solar as diesel generation can cost up to ten times more than solar with this gap widening with the increase in fuel prices.
International support is also accelerating adoption. UNDP has installed nearly 300 solar irrigation systems, cutting costs by up to 70 percent, and solarised over 110 health facilities. World Bank initiatives like ASCENT-Sudan are mobilising private investment, while the Africa Minigrids Program is de-risking renewable energy finance.
Major Obstacles Remain
However, the sector faces formidable barriers. Currency collapse is the most acute: while global panel prices have fallen 73-85 percent in dollar terms, the Sudanese pound's plunge has pushed local prices in the opposite direction. A 550-watt panel now costs roughly 330,000 pounds, up from 75,000 before the war. Batteries have climbed from 250,000 to 900,000 pounds.
Supply chains are severely strained. Imports face months-long delays at Port Sudan, and inland transport can add nearly 19 percent to total costs. Arbitrary state-level fees and security risks compound the problem. Quality control is another crisis: a flood of low-grade components and the departure of skilled engineers have eroded consumer trust, with systems failing prematurely due to poor installation and substandard parts.
Financing remains the biggest bottleneck. High upfront costs, limited credit access, and currency volatility make traditional models unworkable. Energy-as-a-Service has succeeded in neighbouring markets but struggles here due to unpredictable regulations and weak mobile-money infrastructure.
A Welcome Policy Shift
In August 2026, as a result of the fire at the 1.25 GW Merowe Dam, which caused widespread power outages in four different states, the government took the much-needed step of waiving customs duties on solar equipment. The aim of the exemption is to reduce the costs of solar products and promote the adoption of distributed solar power. Along with this, the government plans to establish collaborations with international partners (including China) in order to localize production and construct battery factories as well.
The Road Ahead
Sudan's renewable energy vision sets an ambitious target of 3.3 GW of renewable energy with the utilization of solar and wind energy within the specified time frame and helps to increase the share of renewable energy up to 14%. However, in order to achieve this there's an urgent need in the fast-track processes of customs, training processings, setting up the Emergency Solar Access Fund. The medium-term requirements include the establishment of the renewable energy agency, trade credit risks mitigation, and the launch of the national information system.
As UNDP's resident representative noted: "The case for solar is overwhelming. What it needs is the right environment for expansion-predictable customs, accessible finance, trained technicians and quality assurance. With these in place, solar can provide reliable power for millions of Sudanese."
